Construction Change Order App/Software

Hello!
I am looking for an application to run on a smartphone as well as desktop to handle the tedious process of change orders in the construction industry. The design would very straightforward so its easy to use by my company and industry (would like to offer this solution to colleagues in the industry).

The person(s) that would be great for this project would be something that has an understanding of the construction change order process. Esentially the sofware would allow us to create Change Orders per project, add details/notes via typing or voice to text, take photos, take videos, create PDF detailed/summary report of the Change Order, the ability to share with others (end customer or contractor) to complete and e-sign to solidfy the change order. This software would continue to grow so the contract would be hopefully on-going. I have other applications in the construction/manufacturing space I would also like to create.
